PR Embargo Explained: Set One, Pitch It, Handle a Break

A PR embargo is an agreement in which a reporter receives news early and agrees not to publish it until a stated date and time. To set one, ask first, share details only after a written yes, and state the lift time with a time zone. If an embargo breaks, contact the outlet once and decide whether to lift early for everyone who kept the agreement.

A PR embargo is not a trade embargo, which is a government restriction on commerce with another country. This piece covers the press kind only. It adds email templates and a decision tree to the timing advice in the embargo timing guide for product launches.

What is a PR embargo, and who agrees to it?

A PR embargo is a voluntary timing agreement between a communications team and a reporter, and it binds only the people who accept it. Nothing in law makes a reporter hold a story, so the whole arrangement rests on a clear yes given before the material is shared.

KQED science reporter Danielle Venton told PR.co that an embargo is a mutual agreement and that if a journalist does not agree before receiving the material, there is no embargo at all. Her point is in PR.co's guide to embargoed press releases. It is the reason the first email in any embargo contains no news.

When is an embargo worth using?

An embargo is worth using when the news is complex enough that a reporter needs days to check it, and not worth using when the news is simple. A new price or a small feature update gains nothing from a week of advance notice, and an embargo on weak news only teaches reporters to ignore your emails.

Use an embargo for a product that needs testing, a funding round with several parties to quote, a research study with data to verify or a policy change with expert reaction. Skip it for news a reporter can write in an hour. In my view the test is simple: would the reporter write a better story with three more days?

How do you set a PR embargo step by step?

You set a PR embargo in five steps, and the order matters because each step depends on the one before it.

  • Decide the lift date and time, and name the time zone.

  • Choose the reporters and send each a note that asks about an embargo and contains no news.

  • Wait for a written yes from each reporter.

  • Send the full material, marked clearly at the top with the lift date, time and time zone.

  • Confirm the lift time again the day before, and publish your own announcement at that exact moment.

Label every document. A line such as "EMBARGOED UNTIL 9:00 A.M. EASTERN ON DATE" at the top of the press release, the fact sheet and every email removes doubt about what the terms are. If your plan gives one outlet an exclusive, say that the embargo lifts when that story goes live and not at a clock time.

What should the pitch email say?

The pitch email should ask one question and give only enough information for the reporter to say yes or no. The templates below are starting points. Words in capitals are blanks to fill in before sending.

Template 1: the no-news heads-up

Subject: Embargo request: NEWS CATEGORY from COMPANY

Hi FIRST NAME, I am writing because you covered TOPIC recently. COMPANY has news in that area, and I would like to share it with you before it is public. Would you accept it under embargo until TIME and TIME ZONE on DATE? If yes, I will send the full details today. If not, no problem, and I will make sure you see it at the lift. Thanks, NAME and PHONE NUMBER.

Template 2: the embargoed brief

Subject: Embargoed until TIME TIME ZONE on DATE: HEADLINE

Hi FIRST NAME, thank you for agreeing to the embargo. The full press release, images and fact sheet are at LINK. Everything is embargoed until TIME TIME ZONE on DATE. EXECUTIVE NAME is available for interviews on DAYS, and I can answer questions within HOURS at PHONE NUMBER. Please confirm you have what you need.

Template 3: the day-before confirmation

Subject: Confirming tomorrow: embargo lifts at TIME TIME ZONE

Hi FIRST NAME, a quick confirmation that the embargo on COMPANY news lifts at TIME TIME ZONE tomorrow. Nothing has changed in the facts. If anything changes, I will email you first. Please reply if your story is scheduled for a different time.

Template 4: the early-break reply

Subject: Embargo on COMPANY news

Hi FIRST NAME, I noticed the story on COMPANY news went live at TIME, before the agreed lift at TIME. Could you let me know whether it was scheduled in error, and whether you can adjust it? We are lifting the embargo for everyone at TIME so no outlet is disadvantaged. Thank you for your help.

Which decision tree decides whether to embargo?

This decision tree decides whether to embargo, offer an exclusive or announce without advance notice. Follow the first question that applies.

  • Is the news simple enough to write in an hour? If yes, skip the embargo and announce at the lift time. If no, go to question 2.

  • Do you want one outlet to run the story first? If yes, offer a single-outlet exclusive, state that other outlets follow when it runs, and use the heads-up template with that reporter only. If no, go to question 3.

  • Has each reporter agreed in writing? If no, send the heads-up template and share nothing else. If yes, send the embargoed brief and confirm the lift time the day before.

  • Did the story run early? If yes, from a reporter who agreed, send the early-break reply and lift for everyone who kept the agreement. If yes, from your own page or post, correct it, lift for everyone and tell the reporters the cause. If no, publish at the lift time as planned.

What happens when a PR embargo breaks?

When a PR embargo breaks, the usual consequence is a loss of trust, and the outlet may lose access to advance information. Reference descriptions of news embargoes note that breaking one is typically treated as a serious breach and can lead a source to bar the outlet for a long period, as summarized in the Wikipedia entry on news embargoes.

Your own response matters more than the outlet's punishment. Ask once, in private, whether the story was scheduled in error. Lift the embargo for the reporters who kept the agreement, because holding them to the old time penalizes the people who did the right thing. Do not name the outlet in public statements.

Check your own channels first. A product page that goes live early or a social post scheduled for the wrong hour does the same damage as a reporter who publishes early. A staged launch with one person in charge of the publish moment is the best protection.

How is a PR embargo different from an exclusive?

An exclusive gives one reporter the story first, while an embargo gives several reporters the same story at the same time. An exclusive tends to win a larger story at one outlet, and an embargo tends to win wider coverage.

Funding and launch announcements often combine the two: the exclusive runs first, and the embargo lifts for everyone else once it does. The funding announcement press release guide shows that sequence for a funding round, and the checklist for pitching games journalists and streamers applies the same agreement-first rule to games coverage.

Teams that run announcements across several channels can find the planning side on the public relations services page.

The bottom line

Write the lift time with its time zone first, send the no-news note second, and share details only after a written yes. If the facts are not final by the time the first note goes out, delay the note, not the lock.

Frequently asked questions

Is a PR embargo legally binding?

No, a PR embargo is not legally binding. It is a professional agreement, and its force comes from the reporter's agreement and the relationship at stake.

Can you embargo news after sending it?

No, an embargo has to be agreed before the material is shared. A reporter who already has the news and never agreed to terms is not bound by them.

How long should an embargo last?

An embargo should last long enough for the reporter to verify and write, usually one to seven days. Longer than a week raises the chance of a leak without improving the story.

What should an embargo label say?

An embargo label should state the lift date, the lift time and the time zone at the top of every document and email. A label without a time zone is the most common cause of an early story.
