What Does a Semiconductor PR Agency Do? Chips Guide

A semiconductor PR agency explains chip design, manufacturing and funding news to trade reporters, investors and policymakers. Funding news often follows U.S. policy: the CHIPS and Science Act, signed August 9, 2022, provides $52.7 billion for semiconductor research, development, manufacturing and workforce development, including $39 billion in manufacturing incentives, according to the White House fact sheet.

Last updated: November 6, 2026. Virgo PR publishes this guide for general information. Funding programs and conditions change, so confirm current terms with the Department of Commerce and counsel.

What makes semiconductor PR different from other tech PR?

Semiconductor PR differs from other technology PR because a chip company's news usually involves a factory, a government program or a customer qualification that takes years to complete. A software company can announce a feature and ship it the same week. A chip company often announces a plan long before the product exists, so the gap between a plan and a finished result becomes the main credibility risk.

The audience is also narrow and technical. Design customers, fab partners and investors read the same announcement for different facts, so each fact needs a source behind it.

How do chip companies frame CHIPS Act announcements?

Chip companies frame CHIPS Act announcements by pairing a dollar amount with one specific purpose. The table lists three public examples and the source for each.

The pattern is easy to copy. A release should lead with the amount, state the single purpose, and attribute any job or output figure to the party that published it. The Global Trade Alert records are collected on its page for the CHIPS and Science Act of 2022.

Which guardrails affect statements about overseas expansion?

CHIPS Act funding comes with conditions that limit what a recipient can say about expansion in China and other countries of concern. Mayer Brown's summary of the CHIPS Act says recipients must notify the Department of Commerce of relevant transactions in China, and that funding recipients are barred for ten years from expanding semiconductor manufacturing in China and other countries of concern, with an exception for legacy chips.

A release about a new overseas plant should therefore be reviewed by counsel before it goes out. The question to ask is whether the statement is consistent with the conditions attached to the company's funding.

Which proof points do chip reporters and customers accept?

Chip reporters and customers accept proof that an outside party can check. This list is an editorial suggestion for which facts to prepare.

  • Benchmark results published with the test conditions and the comparison chip.

  • Named design partners or customers who agree to be quoted.

  • The status of a customer qualification, stated as qualified, in qualification or planned.

  • The funding source and the exact amount, as the program announced them.

A claim that a chip is faster or more efficient should always name what it was compared with. Reporters ask for the comparison first.

Who needs to hear from a chip company?

A chip company needs to reach four audiences, and each one reads for a different fact. Trade reporters read for technical differences, investors read for capital plans and customer commitments, policymakers read for jobs and supply chain effects, and design customers read for availability and support.

A single announcement can serve all four if it separates the facts clearly: the technology in one section, the funding in another, and the schedule with its dependencies in a third.

What should a semiconductor PR program do in 90 days?

A 90-day semiconductor PR program starts with a fact file and ends with one verified announcement. This sequence is an editorial suggestion.

  • Days 1 to 30: list every claim about performance, funding, customers and schedule, and attach the source for each.

  • Days 31 to 60: write a plain explanation of the technology for non-specialists, reviewed by an engineer.

  • Days 61 to 90: brief two trade reporters on one completed milestone, and prepare a response for a delay.

Teams planning this work can review Virgo PR's deep-tech press release credibility review, the study of what gets deep-tech funding covered and the manufacturing PR agency guide. For silicon-based quantum hardware, see the quantum computing funding report. Virgo PR's technology PR agency page describes its services. The first fact file should exist before the first announcement.

Frequently asked questions

What does a semiconductor PR agency do?

A semiconductor PR agency writes and places announcements about chip design, manufacturing, funding and customers, prepares executives for interviews, and plans responses to delays or supply chain news. It works with engineers so technical claims are accurate.

How much funding does the CHIPS Act provide?

The CHIPS and Science Act provides $52.7 billion for semiconductor research, development, manufacturing and workforce development, including $39 billion in manufacturing incentives, according to the White House fact sheet of August 9, 2022. The law also created a 25 percent investment tax credit for semiconductor manufacturing, according to EY.

Can a company announce a CHIPS Act award before it is final?

A company should announce only what the awarding agency or the company's filings state, and should label any planned amount as planned. Counsel should confirm the status of the award before release.

Why do chip announcements name a comparison?

A comparison gives the claim a reference point. Without it, a statement that a chip is faster or more efficient cannot be checked.
