Gartner Predicts PR Budgets Will Double by 2027 — Why Earned Media Is the AI Visibility Play
By Virgo PR Editorial

Gartner predicts PR and earned media budgets will double by 2027. The reason: AI answer engines are replacing traditional search — and the brands that show up in those answers are the ones with earned media infrastructure.
The research firm's Top Predictions to Inform 2026 Comms Strategies report lays out five forecasts that reshape how every communications team should be allocating budget, building strategy, and measuring results.
The Data Behind Gartner's Prediction — 95% of AI Citations Are Nonpaid
According to Gartner, more than 95% of links cited by AI answer engines are nonpaid — earned, shared, and organic owned content. Only 5% are paid. And 27% of citations originate directly from earned media.
The traffic shift is already happening. ChatGPT traffic grew +608% year-over-year. Perplexity grew +262%. Google and Bing both declined. The audience is moving from search bars to AI engines — and the AI engines trust coverage, not ads.
When AI queries imply recency, 49% of citations come from news coverage. Press releases, Gartner notes, get the fewest citations. That means proactive earned media — not press releases, not paid placements — is the raw material AI engines consume.
Gartner Says This Is a Communications Discipline — Not SEO
Gartner explicitly states that answer engine optimization "requires Communications-specific skills to balance stakeholder trust and platform requirements." Not marketing. Not SEO. Communications.
The sources AI engines trust most are high-domain news outlets, authoritative institutional content, and academic research. The skill set required to generate that trust — media relationships, narrative placement, proactive coverage, crisis response — is the skill set of a PR firm.
This is the discipline the industry calls AI Communications — building brand authority across ChatGPT, Claude, Perplexity, Gemini, and Google AI Overviews through earned media, GEO (Generative Engine Optimization), and AI visibility measurement.
Five Predictions That Reshape Communications Through 2029
1. PR budgets double by 2027 as LLMs replace traditional search and AI engines favor earned media.
2. 75% of employees use chatbots for internal comms by 2028 — replacing newsletters, intranets, and even managers.
3. 45% of CCOs adopt narrative intelligence tools by 2029 to monitor reputation as disinformation accelerates.
4. 75% of comms teams personalize internal messages by 2029 using employee digital footprint data.
5. Data and analytics spending doubles to 6% of the communications budget — up from 2.9% — by 2029.
What Brands Should Do Now
Audit your AI answer visibility. Benchmark which sources AI engines cite for queries your brand should own.
Reallocate budget from paid to earned. Gartner recommends shifting at least some paid media spend into owned and earned media for AI visibility.
Build a proactive earned media engine. AI engines reward recency. During crisis, M&A, and organizational change, the most recent authoritative coverage shapes the AI answer.
Establish new measurement protocols. Track earned media's impact on answer engine visibility. Benchmark competitively. Upskill your team on how AI engines source and evaluate content.
The structural shift from search to answers is not a future problem. It is happening now. The firms that build the earned media infrastructure first will own the visibility their competitors are still buying ads to chase.
